It’s for Inkscape user who doesn’t have a SVG preview function in their Explorer.

Normally the Explorer can be extend with a SVG preview function like Microsoft PowerToys or Sagethumbs. But when these tools are blocked or doesn’t work you have a workaround with Sjos.
